The "Changli 28" vessel is a steel-built, single-deck, single-screw, diesel-propelled product tanker. It features a bulbous bow, a rake stem, a square stern, and a semi-balanced skeg. The vessel is equipped with a forecastle and an aftercastle. The engine room, accommodation spaces, and the wheelhouse are all arranged at the stern. The vessel is primarily used for transporting cargo oils with flash points below 60°C, such as gasoline, light diesel oil, and aviation kerosene. During its design, the specific gravity of the cargo oils was considered to be approximately 0.73 t/m³ and 0.84 t/m³, and it is capable of carrying two different types of liquid cargo simultaneously. The vessel is equipped with 10 watertight transverse bulkheads, which are used to divide it into six pairs of cargo oil tanks, as well as a forepeak tank, a stern ballast water tank, an engine room, a cargo oil pump room, etc. A pair of dirty oil and water tanks are located on each side of the aftercastle at the rear of the forecastle. The cargo oil tank area features a double-hulled and double-bottom structure. The double-bottom tanks and side tanks are used as ballast water tanks, and a walking bridge is provided on the upper deck of the cargo oil tank area. The engine room area is equipped with a double bottom, with the inner bottom plate extending horizontally to both sides. Inside the double bottom, there are arrangements such as fuel oil discharge tanks, main engine lubricating oil circulation tanks, fuel oil spillage tanks, lubricating oil residue tanks, void compartments, bilge water tanks, dirty lubricating oil tanks, sewage wells, grey water tanks, low sulfur fuel oil tanks, and fecal tanks. Escape hatches are provided in the engine room, leading directly to the upper deck. The engine room platform is equipped with various daily use oil tanks, and the forepeak tank also serves as a ballast water tank.
